According to EPA, yes. AFter all, the sanction them when they give them the rubber stamp.

No, the harm comes when when the public finds out, the agencies and industry stand as allies and attack
the public interests in the name of damage control.

One company actually said this, that they hav all these little people trying to kick them...
Chemicals are their god, just like oil is to the oil industry. That's why Iraq is a religious war. One
chemical company has a mural in it's hdgtrs - chemcials are the source of the light/glow from above.
